The Cap Health Check and the Dairy Sector

Policy Director Peter Dawson said: “The discussions on the Health Check are now gathering pace in Brussels. Dairy UK supports the abolition of the quota regime by 2015. We want a market led industry, free from taxpayer support, where farmers and processors are free to flourish and innovate.

“It is vitally important that the transition to a quota-free market is planned and gradual, providing as much market stability as possible so farmers and milk buyers can adapt. We want to see a genuinely soft landing.

“A progressive annual flat-rate increase in milk quotas across the EU is the best way to achieve this soft landing, but we oppose the 2% increase by the Commission in April this year.

“This country is already producing well below quota, and independent studies indicate that an increase will stimulate production in other parts of Europe, boosting supply and cutting EU dairy commodity prices. Dairy UK believes that UK farmers have nothing to gain from this.

“In order to achieve price stability for the dairy sector during the transition period, it may be necessary to keep some safety net market measures in place. This will provide the right environment in which producers and processors can remodel their businesses.”

The booklet – the second on the Health Check - is aimed at the UK dairy industry, government, EU officials and decision makers both here and abroad.
