The program began in the country this year and will last until 2014. Its goal is to promote the development of the farms to increase the volume of production and sales of agricultural products and thus safeguard rural communities and increase rural employment and population. State support is provided to agricultural producers in the form of grants hoped to stimulate production.

Applicants for grants must meet strict criteria set out to farmers by the Ministry of Agriculture. A necessary condition for participation in the scheme is living in rural areas or commitment of a member of selection to take up permanent residence in the countryside.

This year, in Kabardino-Balkaria, the grant amounts to 500 thousand rubles for each participant in the programme, which will focus on developing their own farm. It is thought that the majority of participants will focus on beef cattle.

In the whole country in 2012 to support the novice farmers sent 127.5 million rubles of budgetary funds, including 48.8 million rubles, all from the national budget.
