Lack of Transparency in CAP Health Check

UK - Dairy UK welcomes the European Commission’s long awaited proposals on the CAP Health Check, but says that processors and farmers need reforms to be more transparent.

Responding to the proposals, Dairy UK Policy Director Peter Dawson said: “Dairy UK fully shares Commissioner Mariann Fischer Boel’s vision of an industry without quotas or permanent market subsidies. That is the only long-term sustainable future for this industry and I believe we can prosper in such an environment.

“However, if the Health Check process is to deliver that vision, we must have complete certainty – allowing dairy farmers and processors to plan their investment decisions. Dairy UK has consistently argued that the Commission’s measures must produce a soft landing for the quota system.

“In the latest proposals, the Commissioner has gone some way to remove the ambiguity over the delivery of a soft landing, but we are concerned that she may not have gone far enough. The proposed policy review in 2011 may still re-open the whole debate on removing quotas and the absence of a quota increase in the last year sends the wrong signal.

“Whilst quotas no longer limit production in the UK, they still play a huge role in shaping the European supply balance. How the system is removed is an important issue for the industry so we shall be following this debate closely.”
