Panel struggles over BSE report

A panel of experts Monday failed to reach an agreement on a draft report concerning the risk of mad cow disease in young North American cattle. They did agree that the risk of mad cow disease in young U.S. and Canadian cattle without testing is about the same as for Japanese beef. They said the risk from cattle aged 20 months or younger is "quite low" if dangerous parts are removed.
