Michael J. McCaskey, project manager for EnergyWorks Lancaster, said the plants could produce electricity from gas turbine-generators, ship natural gas to consumers via pipelines, or produce biomass vehicle fuel.

"It all depends on where the plant is placed, the type of manure, and what is the best technology to get the maximum energy out of it," McCaskey said. The energy produced will be sold in the county, he said.
