Province’s handout of Nguni cattle ‘all above board’
SOUTH AFRICA - KwaZulu-Natal agriculture department head Jabulani Mjwara yesterday defended the province’s handout of Nguni cattle to about 15000 beneficiaries in terms of the province’s “agrarian revolution”.

He was responding to questions about whether top government officials and their wives were among the beneficiaries of the project.
However, the department has come under fire from the auditor-general, who notes in the department’s annual report for this year that he is unable to express an audit opinion because of financial mismanagement. Among others, the report cited issues such as not having an asset register, a lack of documents and procedures, and overspending.
Meanwhile, former agriculture and environment affairs MEC Gabriel Ndabandaba was made deputy speaker in a provincial cabinet reshuffle last week.
He was replaced by African Natio Congress provincial spokesman Mtholephi Mthimkhulu. He said his initial assessment was that the cattle scheme was “above board”. He said his department would make the details of the scheme available to the provincial legislature in a week’s time.
