Question new to dairy cows and have a question

I am looking to purchase a milk cow for my family and one I found for sale is not currently milking and not bred. The owner told me that if I feed her a good dairy cow feed and start milking her that she will begin to produce milk without having to have her bred and calve first. Is this true?
