Default Horns peeling

I have a couple of Scottish Highland heifers and I have noticed that the outer surface of their horns are flaking off and peeling. I wormed them with safeguard and ivermec. Any ideas what this could be or is this normal. The heifers are coming 2 years old and I have noticed this in the last 6 months.
Thanks for any information.
No changes in their diet other than going from pature to hay for winter.

Get a different breed of cattle.
